1. The types of assessment are mandatory and proactive assessment.

2. Mandatory assessment in accordance with the legislative acts of the Republic of Kazakhstan is carried out for:

1) taxation of property in accordance with the tax legislation of the Republic of Kazakhstan;

2) privatization of state property.

The provisions of this subparagraph do not apply to cases of transfer to trust management or lease of property assigned to the National Bank of the Republic of Kazakhstan to subsidiaries of the National Bank of the Republic of Kazakhstan.;

3) mortgage lending: when providing a mortgage loan, as well as when it is necessary to sell collateral;

4) purchase and seizure of property for state needs;

5) determining the value of the debtor's property when the debtor or the recoverer objects to the assessment made by the bailiff.;

6) determining the value of property that has become state property;

7) in other cases established by the laws of the Republic of Kazakhstan.

3. The initiative assessment is carried out on the basis of the will of the customer to conduct an assessment by the appraiser in accordance with this Law and other regulatory legal acts of the Republic of Kazakhstan.

The right to conduct an assessment is unconditional.

4. The customer of services for assessing the property of individuals for taxation that is not used in business activities is the local executive authorities of cities of republican significance, the capital, districts (cities of regional significance).
